There are strict security procedures for leisure yachts arriving in Puerto Rico, which are executed by the United States CBP, Customs and Border Protection.
Unless previously authorized to report arrival by app or phone, you are requested to report physically for inspection when arriving to Puerto Rico islands, either from USVIs or foreign ports. The Alternative Inspection Programs which are accepted in Puerto Rico are:

Report by phone upon arrival
When arived at a designated inspection site, the Master of the vessel needs to call by phone to report arrival, and to report:

Decal stickers
These stickers apply to all private vessels of 30 feet and over, and indicate that the entry in the US has been paid for the calendar year.
If the vessel does not have a decal yet, you must fill in an application and pay for the User Fee when reporting to CBP.

This place is our favourite, and that is why Caribbean Multihulls has chosen to locate its office in Puerto del Rey marina. It is based on the coast in Fajardo on the east of Puerto Rico island, and conveniently close to Vieques and Culebra islands.
San Juan Bay Marina is located on the coast of Puerto Rico's capital San Juan, only 15mn by car/taxi from international airport Luis Muños Marin! This is perfect for those who would like to leave their yacht in the marina and be able to access it fast any time.
Also located in Puerto Rico's capital of San Juan close to the airport, the Club Nautico de San Juan has been running for over 85 years. It is open to vessels from 30 feet to 250 feet.
Located on the coast in Palmas del Mar, south east of Puerto Rico island, the Yacht Club Marina has direct access from the ocean. The yacht club offers a relaxed, family oriented atmosphere.
Vieques in an incredible place, but there is no marina. Sailors are begged to respect its gorgeous natural beautiful environement.

The island of Culebra is located 23 miles west of St Thomas (US Virgin Islands).
The island of Culebra is renown for its hurricane proof harbour. However there is no marina as such. You may dock at the following:
